本文提出了一种新的比较抽样调查中方差估计量好坏的准则，并利用它对K．M、Wolter所著书[1]中的若干系统抽样的方差估计量进行了比较与改进．

Inspired by Lu and Berger[2], we propose a new criterion for comparing varianceestimators in sample survey. Using this criterion, we compare and improve upon three varianceestimators under the systematic sampling design in Wolter[1].
