基于ELECTRE的动态评价方法及其应用研究

为了比较多个系统在不同时刻的总体发展水平,需要进行动态评价.将二维数据加入时序数据扩展为三维数据,提出基于ELECTRE的动态评价方法.该方法既可以得到反映各评价对象指标值差异程度(现状)的评价结果,也可以得到反映各评价对象指标值增长程度(发展趋势和潜力)的评价结果,还可以同时考虑评价指标值的差异程度和增长性,可以得到某个时间段各时刻和总体的评价值及排序结果.建立中国省域循环经济生态效益综合评价指标体系,利用基于ELECTRE的动态评价方法对``十二五''期间中国省域循环经济生态效益进行评价分析. 基于ELECTRE的动态评价方法给比较多个系统在不同时刻的总体发展水平提供了思路,是综合评价方法研究的有益补充,可以利用该方法进行应用研究.
In order to compare the overall level of development of multiple systems at different times, a dynamic evaluation is needed. The time series data is added to the two-dimensional data and extended to three-dimensional data, and a dynamic evaluation method based on ELECTRE is proposed. The method not only can get the evaluation results that reflect the degree of difference (current status) of each index value, but also can get the evaluation results that reflect the growth degree (development trend and potential) of each index value. This method can also consider the degree of difference and growth of evaluation index value. It can get the evaluation of each moment and the overall value and the results of the sort in a certain period of time. The index system of eco-efficiency of circular economy in provincial area of China is set up, and the dynamic evaluation method based on ELECTRE is used to evaluate the eco-efficiency of circular economy in China during the ``12th Five-Year Plan". The dynamic evaluation method based on ELECTRE provides ideas for comparing the overall level of development of multiple systems at different times. It is a useful complement to the research of comprehensive evaluation method, and this method can be used for applied research.
