摘要

在废气排放总量控制目标下, 进行中国各省区的大气污染治理责任的 分摊, 是实现中国大气污染治理的首要问题. 文章首先根据大气污染物的空间分布状况与省区分布差异, 构建考虑地方环境治理偏好的加权DEA模型对污染最为严重的北方地区进行合作治理效率改进, 并建立基于成本分配的合作博弈模型, 提出各省份的环境治理占优策略. 最后, 根据分配结果提出区域生态补偿机制. 研究结果显示, 中国大气污染最严重的区域主要集中于河北、内蒙古、山西以及山东等地, 从区域合作治理角度而言, 合作治理有利于环境治理效率提升, 但却不利于个别省份的成本降低, 例如北京、山西以及黑龙江等地的占优策略是采取不合作形式. 因此, 区域合作补偿机制是大气污染合作治理的关键与保证.

Abstract

Under the target of total emission control, the apportionment of responsibility for air pollution control in various provinces and autonomous regions in China is the primary issue to achieve China's air pollution control. In this paper, based on the spatial distribution of air pollution in China and the differences in the distribution of the provinces and regions, the weighted DEA model, which considers the local environmental governance preference, is constructed to improve the efficiency of cooperative governance in the most polluted northern areas, and a cooperative game model based on the cost allocation is established. The strategy of environmental governance in various provinces is put forward. Finally, the regional ecological compensation mechanism is put forward according to the results of distribution. The results show that the most serious areas of air pollution in China are mainly concentrated in Hebei, Inner Mongolia, Shanxi and Shandong. From the perspective of regional cooperation governance, cooperative governance is beneficial to the improvement of environmental governance efficiency, but it is not conducive to the reduction of the cost of individual provinces, such as the best strategy is to take the form of non-cooperation for Beijing, Shanxi and Heilongjiang. Therefore, the compensation mechanism for regional cooperation is the key and guarantee for the cooperative governance of air pollution.
