考虑到政府在WEEE (废旧电器电子设备)回收中不可替代的作用, 文章将政府作为独立博弈主体, 纳入到与企业协同进行废旧产品回收的动态系统中, 并且考虑消费者参考价格效应和政企自身的部分短视和远视行为对双方决策的影响, 构建了政府和企业的微分博弈模型. 借助贝尔曼连续型动态规划理论, 分别分析了政府和企业均远见(FF), 政府远见和企业部分短视(FM), 政府部分短视和企业远见(MF),政府和企业均部分短视(MM) 四种行为模式下政企的回收投入、企 业的环保商誉、消费者参考价格、政企效用, 并对其进行了对比. 最后利用数值算例进行验证并对关键参数进行敏感度分析. 研究发现: 双方均远见是成员的全局占优行为策略; 当成员存在部分短视行为时, 其自身效用反而高于自身为远见情形. 存在参考价格效应时, 企业和政府的WEEE回收投入、企业环保商誉、消费者参考价格水平以及政府、企业的效用, 都随着参考价格效应的增加而增加, 在制定回收决策时应考虑消费者参考效应.

Consider the irreplaceable role of the government in the recycling of WEEE. This paper regards the government as the main body of independent game and incorporate government into a dynamic system that works with enterprises to recollect WEEE (Waste Electrical and Electronic Equipment). Considered the consumer reference price effect and the influence of partial myopia and far-sighted behaviors of the government and enterprises on the decision-making of both parties, a differential game model between the government and the enterprise is constructed. Utilizing bellman continuous dynamic programing theory and establishing far-sighted government and far-sighted enterprises (FF), partial myopic government and myopic enterprises (MM), far-sighted government and partial myopic enterprises (FM), and partial myopic government and far-sighted enterprises (MF). Analysis and comparison the recollecting investment of government and enterprises, the environmental goodwill of enterprises, the reference price of consumers, the utility of government and enterprises under four patterns. Finally, numerical examples are used to verify and analyze the sensitivity of key parameters. The study shows that FF behavior pattern is the dominant behavior strategy of members and when channel members are partially myopic, the utility of partially myopic member greater than far-sighted member. The reference price effect of consumers has a positive impact on improving government and enterprise recycling investment, government and enterprise utility and environmental goodwill, reference price effect should be taken into consideration.
