Can Smart City Construction Improve the Level of Talent Capital?

智慧城市是推进中国经济社会高质量发展的综合载体,以智慧城市建设带动人才资本提升,是加快建设人才强国、推动高质量发展的重要支撑.文章根据2012年第一批智慧城市试点政策,运用2006--2018年中国162个地级市的面板数据,构建双重差分模型,研究智慧城市试点对人才资本水平提升的政策效应,同时从科技创新、产业集聚和信息基础设施建设3个角度检验智慧城市建设对人才资本水平提升的传导机制.研究结果显示:1)智慧城市政策能够显著提升人才资本水平,且多项稳健性检验的结果证明研究结论可靠.2)智慧城市建设可推动科技创新、产业集聚和基础设施建设,并通过这3个中介效应提升人才资本水平.3)智慧城市建设对人才资本水平的提升作用在东部地区、大城市中更强,且城市原有科技创新、产业集聚和信息基础设施建设水平越高,智慧城市建设对人才资本的提升作用越强.
Smart cities are a comprehensive carrier for promoting the high-quality development of China's economy and society. The construction of smart cities to promote the improvement of talent capital is an important support for accelerating the construction of a talent-powered country and promoting high-quality development. According to the first batch of wisdom in 2012 Urban pilot policies, using panel data from 162 prefecture-level cities in China from 2006 to 2018, to construct a double differential model to study the policy effects of smart city pilots on the improvement of human capital levels, and at the same time, it tests the transmission mechanism of smart city construction on the improvement of talent capital level from the perspectives of scientific and technological innovation, industrial agglomeration and information infrastructure construction. The research results show that:1) Smart city policies can significantly improve the level of talent capital, and the results of multiple robustness tests prove that the research conclusions are reliable. 2) Smart city construction can promote scientific and technological innovation, industrial agglomeration and infrastructure construction, and improve the level of talent capital through these three intermediary effects. 3) The role of smart city construction in improving the level of talent capital is stronger in the eastern region and big cities. And the higher the level of scientific and technological innovation, industrial agglomeration and infrastructure construction, the stronger the role of smart city construction in improving talent capital.
