针对警情处置中可能出现的出警延迟或警员装备不足等情况,研究多点协同出警的备勤选址问题.首先分析警情处置可靠性的关键要素,并根据处置要求重新划分警情类别.通过考虑出警决策部署时警员战斗力与机动能力的差异,重构警力属性与警情处置的对应关系,在此基础上建立支持多警协同的备勤选址决策模型.文章提出了基于随机警情事件的选址优化算法,以BD派出所真实发案数据统计模拟,采用多元启发式策略求解.结果表明该模型能够有效降低案件滞延率,提升警情处置可靠性.通过多季节发案数据验证,优化后的备勤警力能够较好地满足公共安全需求,并为犯罪预防提供新的思路.
In view of the delay of police response or the lack of police equipment in police situation disposal, the site selection of multi-point coordinated police response is studied. Firstly, the key elements of the reliability of police situation disposal are analyzed and the categories of police situation are reclassified according to the disposal requirements. Then, considering the difference of police combat effectiveness and mobility during police decision and deployment, reconstruct the corresponding relationship between police force attributes and police situation disposal. On this basis, the location decision model supporting multi-police cooperation is established. A site selection optimization algorithm based on random police incidents was proposed, which was statistically simulated by the real crime data of D police station in B city, and solved by multiple heuristic strategy. The results show that the model can effectively reduce the case delay rate and improve the reliability of police response. Through the verification of multi-season crime data, the optimized standby police force can better meet the needs of public security, and provide new ideas for crime prevention.
